The City of Toronto has ambitious goals for Green House Gas (GHG) reductions through TransformTO. To achieve these emission goals, the City of Toronto has taken a multi-pronged approach to the building sector.
Join us on Wednesday, October 23, 2024, via Zoom, to hear from the City of Toronto’s New Development and Existing Buildings teams on what is currently in place and what is to come and when. You will hear the speakers touch on policy, programs and support mechanisms put in place to get the city of Toronto on a path to Net Zero Carbon.
This 2-part session will feature a by-law discussion, as well as lay out existing and future standards that are to be implemented in buildings within the City. A Q&A session will follow the presentation.
Sandra Burnell, BES, BArch, OAA, Principal, Revay and Associates Limited
Sandra Burnell is the chair of the Toronto Construction Association’s Environmental Committee. With more than 35 years of experience in the construction industry, she has sat on various construction related committees and spoken at a number of industry events. She was the Senior Architect for the $4.4 billion Airport Development Project while working for Transport Canada and the Greater Toronto Airports Authority (GTAA) before joining the PCL/Aecon Joint Venture team as the Commissioning and QA/QC Manager for the GTAA’s $2.1 billion Terminal One Project. In 2006, Sandra joined Revay and Associates Limited where she is now a Principal. At Revay she has become proficient in the preparation of claims and expert reports. While successfully testifying on behalf of her clients in the courts, Sandra has also participated in numerous successful mediations.
Sandra is a registered architect and has completed both a Bachelor of Environmental Science and a Bachelor of Architecture from the University of Waterloo.

Zac Zandona P.Eng, Program Manager, City of Toronto, Environment and Climate Division, New Developments
Zac is a Program Manager with the City of Toronto’s Environment and Climate Division. With an engineering background, his work has been focused on decarbonizing new developments through the implementation of the Toronto Green Standard Energy and Emissions requirements for the last 5 and a half years.
Duncan MacLellan CEM, Program Manager, City of Toronto, Environment and Climate Division, Existing Buildings
Duncan MacLellan is a Project Manager in the City of Toronto's Environment and Climate Division working with existing buildings and infrastructure around the city of Toronto. With almost 15 years in the energy and climate space, Duncan has previously worked for the utility side and private contractors looking at the energy use in buildings. Currently, he is responsible for channel partners, new opportunities and external relations for all existing building programs.
