
Annually, the University of Toronto requires all contractors invited to bid on University construction work to Pre-Qualify.
Effective mid-February 2012, our Construction Pre-Qualification Process will be fully automated and will only be accessible through the TCA’s online Electronic Plans Room (Invitely Prime).

Upon successful Pre-Qualification, bidding opportunities are only accessible through the TCA’s Electronic Plansroom, thereby allowing national exposure and access to either Pre-Qualify as a bidder or allow Pre-Qualified bidders access to bid documents.
Bid opportunities for construction are restricted to the following trades:
1. General Contractors
2. Mechanical/Electrical
3. Asbestos/Abatement
4. Landscaping
5. Demolition/Restoration
6. High Voltage
7. Audio Visual
Should your firm wish to be included in the University’s “Contractor Pre-Qualified Database” and be eligible to be considered for construction work, the following documentation must be provided in the TCA EPR system:
- Completed CCDC 11, Contractor’s Qualification Statement (the Project’s ‘Contact Person’ information must be complete, up-to-date and include a contact email addresses and/or fax number);
- Your company’s DUNS number (in accordance with Dun & Bradstreet terms) OR, if not a member of Dun & Bradstreet, a letter of good standing from the company’s bank indicating available lines of credit;
- A letter from the company’s surety – indicating both aggregate and single bonding limit values;
- Workplace Safety and Insurance Board Certificate of Clearance; and
- Where applicable, a letter or certificate of good standing for union membership.
Your completed online submission will be reviewed and assessed by the University of Toronto.
If your firm successfully qualifies to bid on future construction work, the background information you submit will be available to the Project Managers and used by them to identify contractors suitable for the various types of projects undertaken by the University. Contractor selection is based on:
- Experience with the type of work being tendered in other university and institutional work;
- Bonding limits of the contractors;
- Contractor evaluation (the University evaluates contractor performance at the end of each project with a weighted scoring system);
- Recent contract awards;
- Reference checks (minimum 3 are required);
- Periodic audit or review of EHS (Environmental Health & Safety) process to ensure that contractors are working safely and the evaluation process is being followed; and
- Final approval of the Manager Construction Tender/Contracts.
GENERAL LABOUR CONDITIONS
Any part of the work performed by the successful Contractor shall, in each case, be performed by employees covered by the applicable collective agreement between the Owner and the employees’ union. Without limiting the generality of the foregoing, such collective agreements include:
- Where applicable, the current provincial agreement covering construction work in the industrial, commercial and institutional sector of the construction industry in the Province of Ontario between the Electrical Trade Bargaining Agency of the Electrical Contractors’ Association of Ontario and the International Brotherhood of Electrical Workers and the IBEW Construction Council of Ontario Local 353;
- Where applicable, the current provincial agreement covering construction work in the industrial, commercial and institutional sector of the construction industry in the Province of Ontario between the Mechanical Contractors Association of Ontario and the Ontario Pipe Trades Council;
- Where applicable, the current provincial agreement covering construction work in the industrial, commercial and institutional sector of the construction industry in the Province of Ontario between the Canadian Automatic Sprinkler Association and the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry of the United States and Canada, Local 853 and UA Local 46;
- Where applicable, the current provincial agreement covering construction work in the industrial, commercial and institutional sector of the construction industry in the Province of Ontario between a council of employers’ associations consisting of the Ontario Painting Contractors Association, the Acoustical Association of Ontario and the Interior Systems Contractors Association of Ontario and the International Union of Painters and Allied Trades and the Ontario Council of the International Union of Painters and Allied Trades District Council 46, Local 557; and
- Where applicable, the current provincial agreement covering construction work in the industrial, commercial and institutional sector of the construction industry in the Province of Ontario between the Carpenters’ Employer Bargaining Agency and the Carpenters’ District Council of Ontario, United Brotherhood of Carpenters and Joiners of America Local 27 and Local 675.
The General Labour Conditions described above shall, as required by the Contract, apply to each subcontractor and the successful Contractor shall include the General Labour Conditions, with all necessary changes, in each of its contracts with subcontractors for any part of the Work.
Union affiliation information is a deciding factor in the pre-qualification process. Therefore, where applicable, it is imperative to submit your letter or certificate of good standing for union membership.
The University disclaims any obligation to call on any supplier to provide goods or services as a result of pre-qualification. No contractual relations or obligation of any kind will be created or deemed to be created between any proponent and the University; unless and until a proponent and the University sign a contract for services or a letter of intent is issued.
The University of Toronto uses the Electronic Plans Room (EPR) of the Toronto Construction (TCA) and/or General Contractor/Construction Manager FTP site. No printed tender documents will be provided.
